Individual Resident Producer Requirements

To qualify for a resident Texas insurance producer license, the applicant must satisfy the following requirements:

The Texas Department of Insurance does not require a PLE certificate of completion.

State Reporting Requirements

The Texas Department of Insurance does not require PLE course completions to be reported.

State Licensing Exam

Methods of Registration 

Materials Needed to Register

Candidates must present at least two forms of current signature identification. The primary identification must be government-issued and photo-bearing with a signature and the secondary identification must contain a valid signature.

Test Centers and Exam Fees

State Exam Passing Score

Candidates must pass the state licensing exam with a 70% or higher to file a license application.

Candidates who need to retake an exam can schedule a new exam within 1 day.  There is no limit to the number of a candidate can make on the same exam.

License Application Process

Important:  The license application must be submitted within 12 months of passing the exam or you must retake the exam.  If you submit your license application before taking your exam, you must pass your exam within 12 months or you will have to submit another license application and fee.

Fingerprinting Process

All Texas resident applicants and all nonresident public insurance adjuster applicants must submit fingerprints as part of the license application unless the applicant already submitted fingerprints to TDI for an Agent, Life and Health Insurance Counselor, Risk Manager, Adjuster, Public Insurance Adjuster or Reinsurance license and that license is still active. Fingerprints provided for an application will be used to check criminal history records of the Texas Department of Public Safety (DPS) and the Federal Bureau of Investigation (FBI), in accordance with applicable statutes.

Before attempting to schedule for fingerprinting, print and complete the FAST PASS form from the Texas Department of Insurance website: http://www.tdi.texas.gov/forms/form11.html.  You will need information from the FAST PASS form to make your electronic fingerprinting appointment.

Appointments for electronic fingerprint services at a Pearson Vue location must be made with MorphoTrust by calling 888-467-2080 or online at www.l1enrollment.com. Each individual will be required to pay fingerprint fees of $41.45 to cover processing costs.

Nonresident Producer Requirements

Non-resident applicants who are in good standing in their resident state may apply by reciprocity and are exempt from the examination requirement.

Application Process

Nonresident applicants who have held a similar license in their home state within the past 90 days must submit a completed TDI application directly to TDI with a letter of clearance, a letter of certification or a Producer Database (PDB) report showing that he or she has or had a similar license in their home state within the previous 90 days.

State-Required Product Training

Your state has special training requirements in order for licensed agents to sell the following products:

Annuity Training: Producers licensed to sell, solicit, and negotiate annuity products must complete an annuity training course approved for at least 4 hours prior to selling, soliciting, or negotiating such products.

Long-Term Care: Licensed LAH producers who plan to sell long-term care insurance in conjunction with Texas’s partnership program are required to first complete Department of Insurance-qualified and Texas-specific 8-hour LTC partnership certification training. The training must be completed no later than the date on which a represented carrier introduces a partnership policy. The 8 hours of LTC partnership training may be counted toward the producer’s CE requirement.

Temporary License Training Requirement

In summary, Sec. 4001.160 of the Texas Insurance Code stipulates that candidates for a 90-day temporary license must complete 40 hours of training provided by the appointing insurance company or general lines agent/agency. The 40-hour training requirement must include 10 hours of in-class instruction (the remainder may be self-study), and must be completed within 14 days of applying for the temporary license. It is not necessary to submit the training program to Texas Department of Insurance (TDI) for approval, nor is it necessary to provide the temporary license applicant with a certificate of course completion. However, the appointing insurer or general lines agency/agent must be able to demonstrate, upon TDI audit, that all temporary license candidates receive this required training.
